Is the NowNext.xml in the skin/players folder a panel to be used on the main menu screen? If so, how is it implemented?

No, its not for the main menu. It's for while you're watching TV, and press the up or down keys, and it shows sort of a mini-guide with the 'now' and 'next' show. The user can press up/down to cycle through the now/next for other channels, and press 'ok' to change to one, or escape/back to cancel and stay on the current channel.
