I don't think that the local power settings would affect network drives where the drive's server has "disconnected" the drive to save on its resources.
Also, I've seen reports of some drives (especially "green" ones) where the drive's firmware will actually spin down the drive after a period of inactivity regardless of the host operating system power settings.
