why does the npvr.log contain lines like this?

What do they mean, and why don't the times given correspond to real time?

Those originate from the System Time Table in the digital stream. It looks like your broadcaster is broadcasting old stuff without updating the broadcast time. Usually these would just reflect the current time. It doesn't matter though, this isn't used for anything.

I didn't think you'd see this many of these messages though. Is your log full of them? I'll disable the message in the next build.

I wouldn't say it's full of them, but yes, during LiveTV there's about 3 per minute intermixed with other messages. The GetEventCode() messages are much worse... here's one minute of LiveTV in my NPVR.log:
