To be honest I wouldn't know where to start with Google TV - I don't have a device to test it on and don't know what changes would need to be made to the app.
Is google tv and chromecast the same thing?? Certainly I tried it with Chromecast and the limiting factor is chromecast's minimal supported video formats. I could 'send to' chromecast, but as everything I have is mpeg ts it wouldn't play it.

It's widely accepted that Google TV is pretty much defunct when it comes to any future developments.
The Chromecast comes under the umbrella of "Google Cast" which is their new favourite thing. Basically Google Cast is a suite of "casting" APIs that can be used for a variety of things - Chromecast is the name of that particular device.
As for media formats, I looked into mpeg-dash which might possibly work with mpeg-ts but when I did that Chromecast was still in preview / early adopter stage (I got a friend in the US to buy me one and send it over). I haven't looked at mpeg-dash since though.
I did transcode some mpeg-ts recordings to mp4 though and it works a treat. I've got basic code to incorporate casting capability into nDroid but that's on a back-burner at the moment. I developed it during the preview phase and they changed a load of stuff for the official release and I haven't revisited it.
FWIWI can successfully send to xbmc with the yatse app from ndroid which can be put on a raspberry pi for about £30 and 10 minutes work as a neat and more flexible approach.
