Well here is my two cents.
I went and hooked up a secondary HDHomeRun Prime on my network 4 weeks ago, got it paired and everything reported as working. With the exception I couldn't scan and find any channels...I returned the cable card back to Comcast & grabbed a different one...did the pairing thing again...and bam everything was working.
So it might be your cable card.
Oh be extremely anal about verifying all values you give Comcast...have them read them back to you, to help ensure things all sync up.
