Move to new apartment, cannot pick up any TV channels

Hello.
This is very Strange.
My set top box is able to scan and pick up TV channels in the new apartment, but when I try to connect the digital tv antenna to the kaiser baas USB TV stick and use NTPR to scan for channels, it doesn't find any channels whatsoever. I've even tried telling it to scan all regions and I'm still not getting anything.
How is it that I'm still not able to scan for the channels using my TV card, but if I reconnect the aerial to the set top box, It's able to work? is this a Nextpvr limitation?

Looks like a signal problem:-

locked=0, present=0, strength=0, quality=0 (took 63ms to check)

Have you checked the leads feeding the tuner etc.

Yes there is nothing wrong with the aerial or the TV stick itself, and I even went back to the old house with my friend's laptop with the same USB TV stick and performed a scan and it found the channels with no problem. I know it's not the antenna because the set top box can find the channels in the new house when I use the same antenna on it.

Does the exact same computer and USB stick and software work at one address and not work at another address and the only thing that has changed is the antenna that is being used?

It is often said in this forum that the tuners in TVs are more sensitive than the tuners in computer devices. Many have reported that TVs are able to find channels that computer tuners are not able to find. It may be that the tuner in your settop box is more sensitive than the tuner in the USB stick.

With apologies for stating the bleedin' obvious ... are you sure that there is not a cable problem?

As I said there's no cable problem, my IT friend came over to try and fix it up and we tested it on several devices, the settop box, and the TV in the living room,, the settop box and the TV found all the channels, but nextpvr found nothing.
When you say different antenna, are you talking about the cord that goes from the Tv card into the wall? or the thing that sits on the roof?
If you're talking about the antenna on the roof, then Yes, it is not the same as the one on the roof in the old house.
Actually, The more I think about it the more I think it's a problem with nextpvr not scanning the right frequency range. It's similar to the same problem I had with not all channels showing up until I got help from the "stay tuned for the retune" government website to input the proper range by hand-editing the ini file. That website btw, is no longer online.
Honestly, what good is the scanning feature of Nextpvr
if you have to input each frequency range manually?
Now I'll have to try to obtain the right range through some other means, perhaps by finding a 3rd party piece of TV tuner software, to see if the scanning method it uses can find all the channels. Unfortunately, TV tuner applications are notoriously uncooperative with screen readers, it's only luck that you chose to use a standard windows GUI interface for nextpvr's setup screens, the software that came with my tuner is totally unusable unless you can see, and many other software I've tried is the same, either it crashes my screen reader or it just doesn't work with it.

If you've tried the 'all countries' / 'all regions' setting, then it almost certainly has scanned all the correct frequencies (and lots of otehrs). If this frequency set isn't finding any channels, I'd revisit the cabling etc.

If you are scanning in XP (C:\Documents and Settings\All Users\Application Data\NPVR\) perhaps you need to do a trick with one of the dl's to get a good scan.

btw: All cables are fine. I've checked an double checked.

Post the logs showing an 'all regions' scan, and we'll check for any signs of your tuner locking onto a signal, or failing to start. If not one of these, then it is most likely cable or antenna related.
