Personally I'd just get LAV directly from it's official download location:

...that way you're just getting the decoders. (it's also a newer version of the decoders, going by that screenshot above)
So phase 1 of my "trial" is over. That is the trial of the LAV decoders contained in the Saf6 package referred to earlier in this thread and listed in the forum. I have observed that problem of STOPing that I described is solved by all the software that this package installs as I previously mentioned. However there is some sort of issue with either the Saf6 package or Windows 10. The issue is that after installing Saf6 the Windows 10 System Restore function fails to restore and complete successfully. System restore could not access a file. System files and settings were not changed back and Windows gives error code 0x80070005.
After much ado I found a way to restore my system by putting it into safe mode (run msconfig... go to boot menu.. select safe/reboot) and rerunning System Restore. So now I am back to where I was on Jun 29.
My observation now minus the SAF6 is that the STOPping problem of Live TV has returned to NPVR. Its malfunctioning as when I wrote the note.
My next step will be to run the LAV filters you recommended in your link. I will provide an update on how that works out.
I am concerned about the SAF6 though. When 3rd party software blocks functions like System Restore it must be an indication that there is something nefarious in the download. Perhaps the carte blanche recommendation to use SAF6 in the forum should be tempered by someone?
