is it possible to view iptv channels in groups ?

It's not clear exactly what you're asking.

You can create channel groups in NextPVR. It'll can also automatically pull in the groups provided in your m3u. You can tell NextPVR to only view a specific group of channels.

How do you get kodi to recognize the changes in groups? Also how can I get IRBlasterCfg to turn off my box without manually hitting the Power/on off button? I need to power on box after inactivity. ATM i have to use team viewer to do it. Can you write an app to call the IrBlasterCfg.exe file?

I don't use kodi, so couldn't tell you how exactly you use groups in Kodi. I know NextPVR send it's list of groups there - so Kodi has the group information for wherever they use it.

This isn't something NextPVR needs to worry about - it doesn't know anything about "IRBlasterCfg" or whatever blaster software you might be using. NextPVR is just passing the channel number it needs to the executable/batchfile of your choosing. If you want any special behaviour, then this will be something you're implementing in your batch files etc. (ie, it's not worth the effort of NextPVR having to worry about every weird type of set top box that needs different commands etc)

You might need to reset the PVR database in Kodi to see changes in channels or channel groups.
