Does running the following work?
dvbv5-scan /usr/share/dvb/atsc/us-ATSC-center-frequencies-8VSB

This is what i get when run that command

Do you know what version of libdvbv5 is on your machine? This DeviceHostLinux utility depends on a "dvb_dev_open" call, which is available in the libdvbv5.so library, and it sounds like the version of your machine does not have this call (or has a version of it with a different set of arguments).
I've used the NextPVR on Ubuntu 18.04 and 19.04. I haven't tried it on 16.04, but I would have assumed it would work. Longer term I can try setting a 16.04 vm and see if I can reproduce, but I can't do that in a hurry.

That's a pretty old version. Maybe you could see if you can install a newer version? Otherwise I'll try to find some time to look at 16.04 in the next few days.
