I stopped the task through task manager, but was unable to reconnect to the Devices & Channels Website until I rebooted.

You need to stop and restart from services.msc

I definitely doesn't find it at startup and there still is a message that the tuner isn't installed. Does WinTV work?

I don't have WinTv installed. NextPVR was working until Wednesday this week, when I started to get uninstalled.dll errors after installing a piece of software I needed for work. I used that Software (Bartender) and then completely uninstalled everything that came with it, then uninstalled nextpvr v4, and re-installed nextpvr4 and it was still broken, so I thought I would take the plunge and try to get NextPvr 5 to work (no luck)

Ok sounds like you also uninstalled something important. When you reinstalled the drivers did you get any error messages.

I now uninstalled v5, moved all NPVR files I could find manually to an archive folder. When I tried to reinstall v4, the only error I received is the same error I got in the first place "Could not load file or assembly 'Unmanaged.dll' or one of its dependencies. is not a valid Win32 application. (Exception from HRESULT: 0x800700C1) at NRecord.Program.Main(String[] args)

I am dropping out of this discussion now. Your problem sure seems to be with the Hauppauge device not NextPVR but we can't keep you on this. Too bad you didn't keep your WinTV disk.

I haven't looked in your logs (because I've only got my phone with me), but part of this sounds like missing VC runtimes. Maybe try installing this:
