Currently sub doesn't provide support for running multiple instance of an extra like he does for IPTV.  Until this feature is added the steps are to copy a working extra.

As an example:

1. copy extra-locast.xml extra-locast-1.xml   The filename must start with extra and end with .xml

2. From Setting Devices  select extra-locast-1.xml and hit scan, not need to re-map an EPG

3. From Setting Channels Tool run Automerge
- note for this step you might want to back up your database if you have multiple tuners and you don't want to merge them together.

4.  Repeat from 1 for each instance that you have.

You are responsible for ensuring how many streams your extra supports.

Although I don't have much time today, I did a quickly test following the instructions above. I added one additional instance of the extra, naming it per your example, scanned & merged. I started the first stream - no problems. Then I tried to start a second stream from a 2nd client and got an immediate "Failed to start requested stream" message. If I have time later, I will post the logs, if not today, tomorrow for sure.

Never mind !!!!! - after stopping then restarting the service, two stream are working!!!!

I have encounter some strange behavior, it could be an issue with nextpvr itself?

I added a 3rd & 4th extra device for locast, the same way I added the 2nd device. This time, when I tried to order the new devices using the up/down arrows, the last two extra-locast channel devices will not move up the list. Now I do have 3 tuner devices for a HDHR Prime, two tuner devices for a HDHR Connect and four more for a HDHR Quatro, an IPTV device, the 1st & 2nd extra-locast devices and the trial-locast device listed - a fair number of detected devices - I can change the order of any of the higher devices. Also, I can change the order of the bottom two devices (the 3rd & 4th extra-locast device), but I can't move them from the bottom two slots, nor can I move one of the higher order devices to either of the bottom two slots.

Does nextpvr have a limit on the number of devices that can be ordered?

I think your right, I have lots of test Extras and tuner and it seems I can't sort the bottom either. There might be another issue with the size because I have several non merged devices that share priority 38 that sub will need to look at.

I believe I recall a fairly recent post (in the last couple of weeks) where sub knew about a problem with some devices getting the same priority and then not being able to change the order of those devices.

Your right Brett the issue is the duplicate priority changing them to unique values I an rearrange them so it is not the size.

It appears that this was not fixed in the release posted today.

I haven't looked into it. It's was just a long-standing low-priority issue that could sometimes happen, which I was aware of, rather than a new bug reported, which I'd actively looked into.

Should merged items be the same priority or not or does that matter?

Question: if the EXTRA-locast channels are merged, will this issue disappear?
