Add manual recording - default time

Have an old past request for a global max recording length setting, like 15/30/60 min, but didn't pass muster. So I schedule recordings from the guide except for shows over an hour I schedule manually which is cumbersome. To make it less so, it would be nice if the scheduler didn't default to 20:30 but instead auto populated with the current time. Or at least change to 20:00 so the 30 doesn't always have to be changed to 00. Thanks much.

Ok. Next build defaults to 20:00.

Here in NZ most shows are scheduled to start on the half hour, which is why it was originally 20:30 by default. I recognize a lot of countries align the shows to the hour, so have changed it for the next build.
