The problem is you misunderstand how HDHR devices are detected they are not IPTV devices in fact the legacy tuners don't support http, so there is no m3u file to map. Assuming because you are using zap2epg that you want over the air in US or Canada it should be automatically mapped by the virtual channel number much like I showed in the video

Since you got got positive answers it is not clear why you don't want to provide us with more details. Otherwise it feels like you are trolling us.

Because I just spent days Testing TV Headend and Now back to NextPVR

But what I see on the Pi is running a single stream from HDHomerun Dual to Kodi 19 client it is occupying about 65% of CPU on the Pi server. That means a second stream takes it over the top.

Additionally, I do not want to have each broadcast channel appear twice as it now does. I want it to appear in Kodi PVR client a single time so I can have two TVs viewing different channels at the same time like it did automatically in TV Headend. It should be the work of Next PVR to select which tuner (if any) is available.

so the setup is like this

HD Homerun Dual
Next PVR on Raspberry Pi 3
Kodi clients (Libreelec x86_64)

need to see if there are tweaks to minimize resource usage so it fits the resource limitations of the Pi and leaves some resources available for other tasks.

I alternately have a Mini Windows machine that runs some services but am not convinced it would have enough CPU available based on what I see and knowing how much more of a resource hog Windows is.

When you installed the second tuner you should have just copied the first one, which I think I showed or the wiki shows. Once you get tuner 0 working then delete the channels from tuner 1 with the trash can and the try again.

I saw your post on the LE forum, and will ask the same question here, where are you writing the live TV buffer? Also are you using Docker or the zip addon?

Go to the Settings->Devices screen, go into the second tuner. Hit the trashcan button top right to delete the channels. Go back to Settings->Devices, click on the second tuner (which now has no channels), and accept it's offer to copy the channels. You'll end up with a single set of channels, available from both tuners.

WOW your idea of "answers" is alarming

answer to Q2 "Will I actually be able to record..." does not address recording.

I can see I am moving on now, NextPVR is way too heavy per stream , at least in my configuration. 65% of my Pi CPU per stream is unacceptable.

Why? When you first setup your second tuner, it offered to copy the tuning information and you declined the offer. I'm just telling you how to get a chance to go back and take that offer. ie delete the channels of the second tuner, and go to set it up again, and it'll offer again to copy the existing channel information. There is nothing to be alarmed about - you're only deleting your second separate set of channels.

Usually people would only scan tuners separately if they want a separate set with potentially different tuning. (some people want this, or have reasons to need it, like one tuner is better than the other and can receive more channels)

I wouldn't expect significant CPU. We've asked in your other post for you logs, so we can see what exactly is happening.
