Which client, I see uidroid in there as well as NextPVR. Is this issue only with in-progress recordings? Seeking with in-progress and thumbnail generation is definitely work-in-progress in my opinion so if you don't need thumbnails turn them off.
I also see a problem with your HDHR it looks like you are trying to stream a channel 101 that is not available causing other problems. Are you running the HDHR with other backends? Martin

"Which client" - Android 9 bravia TV using uidroid. the Playstore app is also sometimes use on another android tv, but this seems to have less issues. Sounds like sub needs to look further into seeking on UI clients in-progress with the thumbnails on then. Until then don't seek past the end of the recordings, uidroid only does what it is told to to. "Doctor, doctor it hurts when I do this."
I can't explain why 2 of your tuners are failing then you might need to check on the Silicondust forum. Edit I see you posted your HDHR log If you can't stream with nlite try yauiclient for Windows, that's why I made an option. Martin

Ok I understand what happened, after the crash NextPVR still had locked the tuners, I supposed sub should release all the tuner locks from NextPVR on start up just in case.

Ok, that is not thumbnails, and that is not what your log was showing as crash either. It will also depend on how long you pause, NextPVR by default as a fairly short timeshift buffer. Hard to tell but it looks like it crashed in timing generation for, but the buffer might not have included.
