I capture feed from a few overseas channels. Some of them always run 3 minutes or so behind. Is there a way to let the programming know that a certain scheduled program should have a 3 minute start delay. Something similar to prepadding or post padding. Currently If I set say 7-8 with a 3 minute post padding, the 8pm show on the same channel does not record.

If you're recording shows back to back (7-8 and 8-9), you don't need any postpadding in the first, nor do you need to delay the start (really).
I also have a channel that does this, and I set up program 1 with 0 prepadding, 0 postpadding, and program 2 with 0 prepadding, and 8 minutes postpadding.
At worst, I have to cut a bit from the end of program 1, and join it, because it actually belongs to program 2.
You can never have enough tuners!

That is not working for me - Say show a starts a 7-8 and show B 8-9. On this channel they are alwyas 3-5 minutes behind schedule so show A no prepadding and no post padding. Then show B for some reason does not start. I wlays get a totally blank recording.

That's definitely a problem then. Let's hope sub sees this post.
You could do a search too, as I'm sure this has happened before.
Have you tried setting up pre and post padding on both shows, so they overlap by 3 or 4 minutes?
You can never have enough tuners!
