As far as the quartz.dll the 2479 (wrong I meant 2749) version doesn't seem to fix whatever this is doing as that was the one I was using. The older 902 version sure made a noticable difference for my problem. Of course who knows what others issues it may uncover. I think I may still try the ati 9600 pro I have as it is a built by ati card so hopefully it won't have the problems you have with the asus ati card.
I may try the quality setting just to see what the difference is. I had enabled the extra settings tabs but only tried a few things.
