Image shifted down

For some reason the image on all channels are shifted down (by about 15mm on 1280x1024 resolution). So I have a black bar at the top and missing part at the bottom. There's also some encoding problems with the bottom 10-20% of what is shown (lots of artifacts, black boxes etc). Files recorded from the TV and recorded onto DVD show the same when played back on an ordinary DVD so I assume it's an input / decoder problem rather than anything to do with the graphics card.

Brief specs:
Decoders (cyberlink & Nero) the problem occurs with both
ATI 550 card
XP pro SP2

Any ideas where I can go from here?

have you tried different VMR / overlay options in config? I get a sideways shift when using VMR9 custom render, but it's OK under overlay or standard VMR9.

But if this was a display / VMR problem - would it still show on a DVD copy of the file?

What happens when you try and use your card with the application which it was bundled with?
Can you get to any setting from within that application which may have image adjustments?

Some PAL countries experience problems with the ATI550 not correctly using PAL mode. Usually this shows up as stretched vertical resolution with the bottom 20% disapearing off the bottom of the sceen. This does not fully equate with your fault symptoms but the fix is worth a go anyway.

Edit the GBPVR direct.ini and set ForceStandard=16

I tried that but both sound and video quality were extremely degraded. (maybe 16 is not Pal-I, which Ireland uses) however, when I set it back to 0, the problem sorted itself out.
