This is true in the sense that Nvidia branded DualTV cards are only sold in America. But there is a PAL version which is used in the Philips Media Center. (and perhaps by other OEMs) I think Nvidia Customer Care has instructions only to provide support for Nvidia branded products, so it is hard to get any further with them.

I was looking for a second tuner too, had my eye on the PVR-500 (only one slot) and had been looking at the PAL version (IF possible) of the NVIDIA DualTV card, which has earned some good reviews (but also some issues with >1 card in one system). Unearthed some details about the PAL version:

I replied to Nvidia customer support:

Here is an article I found for a review on the DualTV card and it states they will have both a PAL and NTSC version, guess they changed their minds.
