i'm trying to get my local HD channels and i know they come through unencrypted from my cable company. i was curious if there were any cards i could use for my PC that could pick up these channels (hi def fox, cbs, nbc, abc). i've heard i need a qam tuner card... and i've heard there are a couple out there, but i don't know which, if any, are compatible with GBPVR software.

Yes, it does work with QAM, but only with the European DVB-C standard, not the US ATSC standard.

At the moment there are no ATSC devices that have QAM capable BDA driver, so what you're after is not possible. This is because the Microsoft BDA specification does not currently allow for it. The couple of ATSC devices that exist that are QAM-capable instead use their own proprietary WDM drivers.

is it likely that this will change in the next 2-3 years as windows vista rolls out?

Yes, Microsoft has indicated Vista will include the new QAM interfaces. Eventually we'll see drivers starting to implement these.
