Other Tv Tuner Device support

Its it possible to develop a plug in to support other tv tuner hardware using the API's provided?

Yes. There is a few plugins that have done this - SSRecorder, SoftwareRecorder, ExternalRecorder. Some of these include source code, and are available on the wiki.
