I'd like to use a mouse scroll wheel as a forward / reverse skip on playback. Is it possible enable this up somehow ?

You can define the keys in ..\devnz\gbpvr\KeyMappings\VideoPlayer.xml
If you can't find a command for scroll up/down, you can use something like AutoHotkey to map your scroll wheel to the task.
