This error can occur and cause the recording service to fail to start if you're starting any stopping it in quick succession. If you set <ClientModeMediaPort></ClientModeMediaPort> in config.xml, then this specific thing shouldnt happen.
After a clean reboot, check the task manager to see if GBPVRRecordingService.exe is listed as a run process. If it is running, then try to start GB-PVR and live tv. What happens? If you get the same problem, check the task manager again to see if the process is still there.

I'm not at my home computer now, but I know the recording service and the tray process are both running after a clean boot.
After pressing Live TV, the menu going away then coming back, and getting the capture status window, when I go to close the Capture Status window, it takes out the Tray process. But the Recording Service is still shown as running, even thought the tray process and icon is gone.

This wasnt meant to help with your main problem, but was meant to address a problem your were having restarting the recording service after your main problem caused it to go away.
