I've tried downloading version 1.0.8 and 1.0.16 and neither work. The get to within .07 MB or so of finishing and then stop downloading. What should I do?

try clearing your temporary internet files, cache, etc and try again.
try another browser as well if that doesn't clear it up.

You could take a look at http://filezilla.sourceforge.net/documentation/
