Determining the comskip rate.

Working on a manual entry comskip GUI plugin. Is there a way to tell from the file what the rate should be?

Do you mean the frame rate? The mechanism to determine this varies depending on the type of file, and can even change mid way through a file in some US digital channels.

The .EDL files produced by comskip are better than the .TXT in this respect, since these identify commercials by time rather frame counts.
