Quartz DLL issues?

Can someone remind me what the problems are with certain versions (or is it just one version?) of quartz.dll? Also which version is recommended in general?

With the quartz.dll that came with windows XP, when I skipped forward, the playback had some weird interlacing problem. It was like I was looking at a strobe light on motion scenes. Updating it fixed this problem.

yes the frames get out of sync
also check that you have force vertical sync always on it can also show a similar effect
here the microsoft hotfix for it does the same thing kb919071

I've just installed the hotfix and now my infrequent stuttering when forward skipping has gone.

Did this happen on the MVP as well? I think I remember seeing it and had to stop, restart and resume to stop it. But it didn;t do it very often.
