Can you control the mvpmc through the web interface and tell it to play files? I am still a newbe

No and yes.

You can't control GBPVR via the web interface, other than turning it off. You also cannot do any web remote control while you are in emulation mode. What you can do is if mvpmc is in the filesystem mode and navigate to the /usr/playlist folder, entries that are in the web interface playlist can be played remotely with the play button.

I give examples for http streams because I use this to play internet radio on an mvp that is not connected to a television in my workout room, but these could just as easily be files as mvpmc sees them ie /recordings/GreysAnatomy.mpg

Would one be able to access all of the media library and browse the library from web interface

Not the way that it is implemented, but it is feasible. I was thinking of doing this at one time and you can get an idea of the what the library looks like by adding an extra slash and the end of mvpmc server name in your browser

I recently purchased a n800 that has a fully functional web browser. I was thinking that if the mvpmc had a web based interface that could control its functions simular to the gui you see on the tv when running mvpmc you could set up the mvp like a cheap sonos player. the mvp could all be controlled from one central device. Just a hope and a dream I guess.
