This ISP port blocking seems to be correct. When I open this port (8866) on my router and my firewall, there is no access and my router log shows this port is not forwarded.
This is confirmed by a check using http://www.yougetsignal.com/tools/open-ports/ as advised by UJB above.
However any port number below 8000, e.g. 7999, works.
I wonder why the ISP blocks ports above 8000.
