Livetv buffer not clearing

What would a full partition do?

as long as you're watching live (that is, you've not skipped back or paused at all), then LiveTV will keep going but won't be able to write the rolling buffer files. I assume if you were actually playing from the buffer, livetv will just end when you reach the end of the last buffer file.
