I tried it in each of the two PCIe slots, with the Antec Earthwatts 380 power supply I put in. That should be fine for one card, right?

The system does see the HVR1600 when I put that in.

I didn't see the entries in my registry that are mentioned in the SHSPVR thread link when I looked quick this morning. I'll dig deeper again this evening.

I think those entries were ones in Vista though I would think they'd be similar in W7 but I am not sure.
Do you have any other computer you can try it in to see if the card might be bad?
One last thing would be to use the Hauppauge software that removes all Hauppauge drivers from your system and then add the card back in and see what Windows 7 picks up on reboot.

I think the entries are not in the registry because it's not seen at all in device manager. I did put it back in the old box and it works fine. I put a usb3.0 card in the new box PCIe slot and it was seen so I know the slot works. I've now run hcwclear (oh the memories), and still nothing. It's just not being picked up at all.

What's the other MB brand?
Read this entire thread.

How much memory do you have in each system? I read somewhere long ago that the older pci (not PCIe) cards had trouble with more than 4gb of ram. Not sure what the reason was, just something I recall.
In device manager, is there a yellow mark next to it? Can you right click it and choose to browse to the driver disc on your hard drive?
Finally, if you locate the .inf file for the driver and right click and choose 'install', let it do it's thing, then reboot, does device manager see it then?

Sorry, I'm all out of ideas.

As per my sig, I went A8 - means I can transcode and HD content (H.264) on the fly for iPhone.

Much faster than my old AMD Dual Core 3600.

That thread does describe my problem, but I don't see it resolved. New MoBo is Biostar TZ77B, guess I'll try contacting them.

Each system has 4gb ram. The card is not detected at all by device manager. I did manually load the driver, so that it does show up in Device Manager, with the yellow mark, and that's when I get the "This device cannot start. (Code 10)" error.

Also, there are no registry entries for the 2250 per the shspvr thread (VEN_1131&DEV_7164) I think because the card is not seen by device manager. I tried to copy them from the old machine, but couldn't import because of permission issues that I didn't have time to figure out. Might that work if I can get them into the registry?

I wish I were more helpful.
I can't say for sure but I don't know if copying it in will help you.
If the SHSPVR site is still active, you can try asking for help there. Otherwise, your only shot is Hauppauge support. I've only dealt with them once long ago and it wasn't quick.

Through the hauppauge.co.uk forums you can get some North American support. There is generic help explained on this post http://www.hauppauge.co.uk/forum/showthread.php?22310 including instructions on how to get some extra logging to help them out.

I fiddled with the bios settings for the pci slots, and I think set them to 1x, instead of auto, rebooted and the 2250 was picked up! Installed the driver and all is well.

I was going to suggest a BIOS update but didn't. Many times I've updated my BIOS and it sets things back to a default setting that mucks things up. I hate that.
