Settings->Devices->select your ATSC tuner, click Device Setup; select "All Frequencies" then click Scan. Wait while it finds your channels. Check the channels you want, uncheck the ones you don't.

Yes, of course you need the DirectX runtime, that's why it's listed as a pre-requisite.

Also, please try to read some of the documentation and help info that I and others have written, both in the Getting Started/Tech Support thread linked in my signature, and on the Wiki. It's starting to feel like you're being purposely obtuse; this software is not "click-click-done", you're going to need to help yourself a bit here and there.
