My wish is to be able to amplify the volume.

Basically our Live TV’s audio is fine, but on most of our Film’s however the audio is low. This is with the volume at max on Win7. We end up using Windows Explorer to navigate our films and VLC to play them, as we can then increase the volume past 100%. I’ve found that we’ve completely stopped using NextPVR for films Sad so we miss out on the all-in-one media experience and the pictures and info that come with it.

What are you playing it back through and what decoder is been used
if its ffdshow then you can probably increase the volume
the other thing that could be happening is its outputting ac3 or 5.1 or converting to it one of the 2
You need to change the output to stereo(if you are just using the tv speakers)

Strictly speaking, NextPVR does not include volume control. When I press the up and down volume on my remote, I am changing the volume in the Windows volume control. I can play a video in Windows Media Player and it will be quiet. I can play the same video in NextPVR and it will be the same volume. I can increase the volume in NextPVR and make it very loud.. I can then play the same video in Windows Media Player and it will be very loud.

What is the exact config that is giving you a problem ... which decoders? HDMI? Stereo or 5.1? Etcetera?

when playing "films", NPVR simply tells windows "hey, play this file". It really doesn't get involved in it beyond that. However, by looking at the NPVR.log, you can tell what decoders were used; you may be able to go into the settings of whatever audio decoder was used, and activate a volume boost feature. I know decoders like ffdshow and ac3filter have such features, many others probably do too; the microsoft decoder does not (or if it does I have no idea how to activate it).

Are you using more than one recording device and if so is the low volume connected with one particular device. I was making some recording from my cable box via an analogue capture card and the audio was very low on playback and nothing I tried increased the volume. It turned out that the audio out of the cable box was low but hadn't noticed in normal use as I had turned up the TV volume to compensate.

I had this problem with 5.1 movies in the recent past.
Using the SAF codec pack, I configure the LAV audio decoder to downmix the 5.1 to 2.0 for my TV (via HDMI) and also boost the center channel.

and make sure you did NOT select "passthrough" when installing SAF
