It looks like the device is delivering garbage on that frequency. I'm guessing it's a marginal signal, and not able to deliver good data.
I assume that channel is also not working with the software that came with the device?

Actually it does work with WinTV and it also works with 'full green bars' when that coax cable is hooked directly to my TV tuner.

@Jooced - if you punch your address in to http://www.antennaweb.org you will get a map of where your broadcasters are and what sort of antenna you're supposed to need to pull them in (though computer tuners tend to need a lot more signal than a typical TV does). It may give you some clue as to why you're having trouble with that particular station, and you may be able to point your antenna more towards that station without losing others.
(note: I typed this before I saw your response above saying you can watch the channel with WinTV)

I've had the same OTA setup for years and I've used it without issues when using Windows Media Center, WinTV. MediaPortal, etc, etc, etc. 11-1 has always worked with these. It still occasionally does with 3.11 as well. I appreciate you guys' help with the issue so far. I'm not sure where to go from here but I'll update if I can figure anything out.

perhaps Jooced could try to capture the same frequency with http://www.tscapture.com/, perhaps the results will be different and informative?

Any what does the Signal Monitor show when you try recording that channel in NextPVR? (Signal Monitor works with other apps too, not just WinTV)
