Probably yes. Norway was the first to take advantage of H.264 in digital terrestial broadcasting, I expect we will be quick to embrace H.265 too

It will likely be more an Internet & "scene" thing at first until broadcaster want to start sending 4K. 4K will probably be want people want (even for computer monitors) before HEVC but they are very complementary.
