Since you have Microsoft DTV-DVD decoder available for MPEG-2, definitely try that. I just ASSumed you were running Win 10 like all the other new users around here... what version of Windows are you using? Your screenshots snippets look like Win7.
also you might try AC3Filter (http://www.ac3filter.net); MS DTV-DVD for MPEG-2 video and AC3Filter for MPEG-1 and AC3 audio is the combination I use. Sometimes it's recommended to leave the decoders for video & audio types you won't be using disabled. as far as I know with digital cable you only need MPEG2 video and AC3 Audio, maybe MPEG1 Audio (unlikely); the rest can be disabled.
