Just updated Win7 with 66 patches. Now NPVR will not start.

No way to tell from that. Maybe try rebooting if you haven't already. Maybe rerun the installer to see if it helps at all. Maybe look into reinstalling the .NET 4 runtime. Otherwise start looking in Windows Event Viewer or other places for more info about what is wrong.
