Suggesting an MPEG2 decoder is a little problematic because most people are using MPEG2 decoders from commerical software (or the Microsoft one if they're using Win7). I personally use the MainConcept one that came with Hauppauge device's software.
Maybe install ffdshow, select the ffdshow video decoder, then go into the '...' settings to enable MPEG2 (since it's disabled by default in this decoder).
