TRW, I recommend giving the Elecard decoder a try. They have a trial and it's only $15 if you choose to buy it. I'd be interested in seeing if you notice better behavior.

i downloaded it but it does not come out as an option in the drop down list for mpeg2 decorders. should this be treated differently? thx

Did you try the 32 bit version of the Elecard decoder? I believe NextPVR is a 32 bit application and needs the 32 bit version of the decoder. If you tried the 64 bit, try the 32 bit or vice versa. I don't think I had to do anything special to get them to work. Maybe reboot.
I also installed the trial of the Mainconcept decoders:

The 64 bit version didn't show up in NextPVR but the 32 bit version did.
I've got the trial of PowerDVD on my system but haven't been able to get the decoders working with NextPVR. Some sites say that you need the full version of the program for the decoders to work with other applications but I can't confirm that.
Both Cyberlink and Windvd have decoders available at a reasonable price but I don't see that they have trials available. I'd prefer to "try before I buy".
Elecard's are probably the best value.
I noticed that with both the Elecard and Mainconcept decoders that when I skip forward or back, the sound playback in instantaneous but the video takes about a second to show up. I've noticed in a another application that the video playback is instant when I skip forward or back. Just an observation.

NextPVR is a 32 bit program and will need the 32 bit version of any decoder you want to use.

If you want to use the best PDVD codec for Broadcast TV it is the HD one you want (I'm not sure the SE version is not just the SP Codec, which had worse picture quality)
Unfortunately the last version that could be used for MPEG2 was PDVD13 v1.0.1130.5105 from sometime in 2013 - newer than that, it can only be used for H264 outside of PDVD (to get the PDVD codec working outside of PDVD you have to register the ax files) Easiest route is SAF 6 Unlocked it has the "perfect" codec for MPEG2 & H264

Reason for the delay in playback is due to the size of the packets in broadcast TV and the delay between audio and video - some players will wait until they have video before starting playback. Most TVs I have seen recently take about 5 seconds or more after pushing the button to start playing, NextPVR is much faster than that.
It's not an overly complicated system - it's more - overly simple operatives  Huh
