nextpvr will not play tv correctly, picture and sound garbled

my livetv will not play correctly,
the video is pixelated and sound is garbeled.
tried LAV and microsift dvd player and ffshow codecs no change.

It sounds like a signal reception problem.

If you do a recording from that same channel, and play it in another player, like VLC, does it play smoothly there?

If I view live TV on the same display(TV) using the antenna directly, it plays fine. Is that the same thing as you suggest?

No. TV tuners are usually much better than capture card tuners. sub asked you to try a recording in VLC or another video player like Kodi to see how the recording looks to see if the signal is good.
Another thing is to check how it plays in the Hauppauge WinTV program? IF that is better try enabling the legacy TSReader2 in NextPVR.
