Also very strange that the file plays fine (with audio) via media player but not via NPVR... So its a playback decoder not a recording decoder problem? (does it even decode to record?)

That file is MPEG1 audio. Strangely though, the only audio stream is marked as "NAR" language, which NextPVR ignores - since it's usually used for vision-impaired narrative.
