NextPVR has Stopped Working

Hi - I have nextpvr up and running well on another PC. I am trying to install it on a laptop from work that was retired. I installed windows 10 on it and now I am getting "Nextpvr has stopped working" "A problem has caused...". It has never worked. I even tried to install an older version, with no success. Anyone have ideas on what could be causing this? I have a Ceton tuner with a comcast cable card on the network. I am wondering if some corporate policy running on the PC is causing this. Any thoughts would be appreciated.
