My m3u includes "tvg-shift" parameter to timeshift the EPG for a specific channel by # of hours. Can this be a feature of NPVR? Seems simple enough. I have a bunch of west coast channels and only east coast EPG info.

The m3u file and the epg file aren't really linked so don't think it is as easy as it sounds. Why not ask your provider to set the proper timezone in the xmltv file? Our you can do it yourself, it is simple enough.

I don't have a provider with this attribute. If you're ok with PM me your urls to test with for a couple of hours, I'll add support for tvg-shift in the next build.

I had two issues I saw with this since it's prime purpose is to adjust time to utc if the program doesn't support local time in the guide but NextPVR does.  For people who have working systems now it could break things.  The second consideration is needing to reconfigure the m3u file for time zone changes

I am viewing IPTV from different markets, from a mix of remote tuners I have set up and FTA/OTT streams. In this instance, my EPG provider (iptv-epg) has the east coast (-05:00) feed (the "Correct" feed for most folks), but I am watching on the west feed (-08:00, or 3 hours behind). I have a handful of channels like this.

My provider's editor allows me to set this value from -24 to 24.

Perfect Player handles this ok. Here's how it looks in the .m3u:
