Another uses has some recent problem that seem related. If you download the xmltv and use the downloaded file as a source does it work better?

Usually it'd do the mappings for you automatically, but the occasional user has these types of problems. Every time I've looked into this issue for users in the past, it's come down to their IPTV channels having slightly different channel names to the EPG source they're trying to automap to (so the software is not able to determine which channels map to which channels). When you change to your xmltv source, it'll default to the first channel in the list. It's only the 'automap' feature that'll try to find the matching channels. It's about moving a recording to a different location. No, it doesn't not support IPTV archive in the sense you mean. That said, NextPVR v5 (with multi-platform support etc) is very new, and I may add IPTV archive support in the future. I'm not sure how consistently it's implemented between different IPTV providers.
