Unfortunately I do not have the CD as I bought this card used years ago and have never used winTV.  I will see if I can find some other software for testing as well.

There is no booster in use.

I also found in the logs when I go to tune the "bad" channel, it appears to get a lock on the channel.. see screenshot.  Granted, I'm not an expert in interpreting these logs...

So I did a quick test with the signal monitor tool from hauppauge - you may be onto something with the idea that NPVR needs to wait longer.

I have two versions of CTV loaded into NPVR right now, one with a SID of 1, one with a SID of 5.  Right now, 1 is the one that works.  However, when I choose the one I know will fail, the signal monitor tool shows that it has a lock on the signal, even though NPVR fails.

Attached is a screenshot of the signal strength indicator from when the tuning failed in NPVR.

(I reposted this message as it wasn't showing up via my phone so wanted to make sure it was visible)

Locking a signal doesn't help. The physical channel can hold multiple channels which is why sub needs to be able to filter them.

If you really want a good test, try the tsreader free version https://www.tsreader.com/ I expect it will tell you if the sid is changing or not.

Just to close the loop on this (and for any future searchers), it looks like I'm not the only one having this issue, and CTV is indeed making changes as can be seen in this thread:

CTV out of the air? : halifax (reddit.com)

The SID has remained constant for a few days now, so I'm hoping they are done with their changes.  Based on the above I'm certain the TSreader would show the changed SID as well, and if I continue to have issues I'll keep trying to contact CTV for help.

That's good - at least you're seeing others with the same issue. They definitely shouldn't be changing the sid. It would absolutely cause lots of tvs and software issues.
