I have never seen it and I have lots of extras and it never asks. In general copying different tuner types is not good anyway.

Exactly. We've got no easy way to be sure that two extras are functionally the same, so it's not clear to the app that copying channels between the two is a going to work.

That all being said if two extras are using {channel-num} I'd much rather duplicate them then give bogus numbers so I can merge by channel numbers. There is too much risk in merging by name.
