Hmmm... In the log file, nrecord.log, reference is made to a channel list as follows:

2023-08-20 17:38:38.736 [DEBUG][1] HDHOMERUN_TAG_LINEUP_URL: http://192.168.1.160:80/lineup.json

I've attached a zipped copy of this JSON file. All the DRM channels are listed. Is this the file NextPVR uses for scanning an HDHR-based device? If so, I'm puzzled that the channels are being skipped.

Yes that is what is used for scanning HDHR devices. Since your cable card won't decode them they are skipped and they can't be added manually.

Your issue is not related to this, you are trying to set up a HDPVR device "Local Recorder (Hauppauge Siena Crossbar)" not the HDHR device.

I believe I have this sorted and I thank you for your help.

Now I'd like to try some channel testing on the HDPVR2 device. V4 had the export channels button on the devices page and allowed my to keep my channel lineup safely backed up for that device. Can V6 export channels similarly? I haven't found anything to do that.

No, but you can just backup and restore your npvr.db3 file when you want to go back.
