I had a micro stutter issue with my setup using Kodi, though for me, it only affected Set Top Box HDMI input from a Colossus 2 card.
The micro stutter really annoyed me, and I went thru various hardware and software configurations to try and resolve it.
In my particular case, I believe it was to do with the colossus 2 card not properly handling interlaced content.
For years I had a Colossus 1 card, and it records 1080i interlaced content. That card failed, and I replaced it with the Colossus 2 card, which records 1080p progressive content.
I managed to source another Colossus 1 card via E-Bay, which once again works perfect with Kodi, and no micro-stuttering at all.
Still have the Colossus 2 card, and if use that card in my existing configuration (by enabling the tuner in NextPVR) I get the micro-stutter in Kodi once more, and in the recordings it makes.
Have hardware decoding (acceleration) active, and I use FireTV Cube and Nvidia Shield android clients.
In my country of New Zealand, we also have Digital DVB-T channels that use interlaced 1080i. These channels have never exhibited the micro-stutter for me, but I have hardware decoding enabled in Kodi.
Also, if one of these 1080i channels are playing, I go into the Kodi OSD/Video Settings/and then select 'De-interlace'
In NZ, these channels broadcast using the 50fps.
