PostProcessing.bat not running?

Well I do not know why but my postprocessing.bat file is not running. Even if I simply copy a file or echo to a log file nothing happens. I am 99% positive it is not running.

Could this be caused by a security issue? I am logged in as Admin. Windows XP home.

I installed comskip to see if that was needed and as far as I can tell that is not running either.
