Will I have a problem?

I was wondering if I can run the Wintv and MVP if my cable is delivered via a cable box that has only RF (the cable outlet thing) on it?

I am also wondering if my comp will have a problem acting as a PVR? Here are my comp specs:

amd64 3000+
512 ddr333 ram
nvidia geforce fx 5700 ultra w/256 mb ddr
160 gb western digital hd

What hardware do you recommend that I use?

I have no idea about Wintv? You'd be better off asking that question at a wintv forum :-) However, gbpvr will work the way you want it to, but you would need to have some sort of ir blaster that can change channels on your cable box for you. I don't own such a device (yet) so I'd be the wrong guy to recommend one for you. I have a feeling, however, that the hauppauge pvr-150 (that comes with a blaster that works with gbpvr (I can't guarantee that it works with your particular cable box, though)) would be one of the easier paths to choose.

Your computer specs are well within recommendations.
