I have gbpvr installed on a PC (see signature) that also runs badblue (BB) a p2p FREE swr from badblue.com (I have used it for >5 yrs for all sorts of collaboration apps - it is tiny and supports also PHP and SQL, etc.)
BB provides password controlled access to whatever folders you choose including where you keep recordings, music, videolibrary, etc. Remote access is through the same web link as used to get gbpvr recording program schedule. You can also have open access to certain folders.
To have a constant IP I use DNS2go (d2g) so people can find my server easily. If behind a router you need to activate incoming calls port forwarding to the BB server. With d2g you can force a port translation between d2g and your server to fit whatever port is open with your ISP.
Note that this will allow download (slowly, at your ISP's supported speed) of videos, not streaming because MPG does not stream. If you want streaming, convert the file from mpeg to wmv and it will stream, the user can pick which of the two they prefer since BB shows all files in the folder.
