If you run the following commands it will probably come right:

regsvr32 /u "c:\program files\devnz\gbpvr\scflt.ax"
regsvr32 "c:\program files\devnz\gbpvr\scflt.ax"

Yes - logging back in as administrator, de- and then re- registering worked.

Net Radio now works logged in as a User.
